Overview
Tan Chong Meng served as Group CEO of PSA International until his retirement in March 2024, leading the global port group through a period of significant transformation and growth. He brought to PSA more than 20 years of international leadership experience with Royal Dutch Shell, where he held various senior leadership roles across the US, Europe, China and Singapore in sales, marketing, trading, refinery operations, customer service and merger & acquisitions. Prior to joining PSA, he was Executive Vice President, Global Commercial, Shell Downstream of the Royal Dutch Shell Group, overseeing global commercial activities.
Chong Meng is Chair of the National University Health System (NUHS) and Deputy Chair of Temasek Holdings. He also serves on the boards of MOH Holdings (MOHH), Temasek Capital (China) Holdings and a member of the National University of Singapore and is a member of the Council of Presidential Advisers.
A trusted adviser to both business and government, Chong Meng previously served as Governor Chair of the World Economic Forum’s Supply Chain & Transport Industry Community (2022–2024), and co-chaired Singapore’s Emerging Stronger Task Force (2020–2021), a committee set up by the Singapore government to guide the nation’s economic recovery from the COVID-19 pandemic.
His leadership and service have been recognised with various awards, including the Officer of the Order of the Star of Italy, one of the country’s highest civil honours, and the NTUC Medal of Commendation (Gold), for his significant contributions towards promoting and supporting Labour Movement initiatives. He was awarded Singapore’s Meritorious Service Medal in 2022 for his various roles in the nation’s fight against COVID19, and again in 2025 for his contributions to Singapore’s maritime economy, industrial development and healthcare system.
He brings deep cross-sector expertise in:
• Global supply chain and transport leadership – steering complex international logistics operations and advising on global trade resilience, infrastructure modernisation and port transformation
• Corporate governance and board-level strategy – shaping strategic direction for multinational and public sector boards, with emphasis on sustainable growth, risk management and stakeholder engagement
• Public–private sector partnership and policy advisory – deep understanding of government-industry partnership models, having co-led national taskforces and advised on economic recovery and sectoral reform
• Leadership development and organisational resilience – building high-performance cultures, mentoring senior
Chong Meng received a graduate degree in Industrial Engineering and an undergraduate degree in Mechanical Engineering from National University of Singapore.
